There seem to be few things dragons love quite so much as looking ferocious, and a sturdy cage muzzle like this does virtually nothing to get in the way of that aesthetic! Yes, it keeps the dangerous fire-breathing jaws secured, but it also allows for plenty of showing them off despite the restraint, which means Hueroc here simply cannot resist showing off his many sharp fangs. Yes, they're safely secured behind the muzzle, so he won't be biting anyone, but he's still got plenty of leeway to show all the teeth the muzzle's keeping at bay!
Best of all, he can still speak, if not roar. He can tell you all about what a dangerous beast he is, and how lucky you are someone's ensured he's contained so you don't have to fear his bite, or his fires, or the full volume of a proper dragon roar... Or, well, you should fear them--if you did not fear them, after all, then the muzzle could come off! But as he's such a mighty and dangerous dragon, the better move is plainly to keep that muzzle on tight, so the fearsome jaws can be seen but not wielded against any hapless passerby.
Plus, the muzzle just looks so good, that stout metal cage so snugly and securely protecting all the fangs he's showing off~

For the townsfolk, it took a while to get used to that dragon living among them. As a sign of goodwill, Hueroc decided to wear a cage muzzle from now on, to show them he is not here to threaten them. And it works even better than intended. People call him cute or want to boop his nose, and instead of fear, his teeth are met with admiration. When he is eating, his friends always wait patiently for him because as well as he became adjusted to his muzzle, it still slows him down when eating quite a bit. But other than that, he has gotten completely used to his muzzle by now and hardly even realizes it is there.
Of course the flimsy leather straps would be no match for his claws if he wanted to get rid of his muzzle, but living as a respected town dragon (or town mascot, as he sometimes feels) is just too good to give up without a reason, and so he shows off his teeth and tells his friends scary stories about how his roar alone could crumble buildings, and one fiery dragon breath could level whole cities.
