
When I need to color one of my characters, this is what I reach for: a PSD file that's got little color samples of all the characters I regularly draw.
Upper left corner: my own characters. Top center: food. I studied various photos and illustrations of my favorite foods to get the colors right so that when I draw characters having lunch, the cartoon food actually looks appetizing. Upper right: some of my favorite movie characters that I've drawn (not nearly enough) fanart of.
The lower left side is dominated by just about the entire cast of Animaniacs. When I was heavily into the show and first started drawing fanart, one resource I found (I think someone sent it to me) was a list of all the exact RGB values used on all the characters, so I used it to generate this array of palette thumbnail homunculi. Along the bottom are the various fursonae of my friends on IRC whom I've drawn from time to time.
Actually, the PSD file I use has much smaller dimensions than this so it opens at 100% zoom in Photoshop, and the various groups of characters are on different layers. That saves me the bother of zooming it manually before I can start selecting colors.

I love the fact that many of these characters are just blobs of color, yet it's instantly clear who they're all supposed to be. The Simpsons in particular - even without the caption they'd be immediately recognisable.
I should probably make up a chart like this. Any time I draw fanart I usually go trawling through my HD looking for screencaps so I can do a dye test.

That's why color is so important in cartoons!
In one of Scott McCloud's books, either Understanding Comics or Making Comics (I forget which), he talks about color as part of the identity of a character, and there's a little diagram with rectangles divided into different-colored smaller rectangles, and each one represents a famous superhero. And even though you're just looking at rectangles, you can immediately identify them by their color schemes; Superman, Batman, Spider-Man, etc.

I'd fav this just for that, but I love the super-miniscule blobtoons too. Pinky came out adorable. Fifi looks sort of Muppetish. Cyclops Mindy is a little frightening. Skippy looks Aardman-ish. Berlinda's got a cute smile. I thought Kuzco's clothes were a mutated Elmo at first. And Claire looks kind of like if Leo Lionni drew her. :)
