So... because he stopped Elder's teen pregnancy, the dude is a child killer?
That is one hell of a reach. Considering the setting, I could have imaginged all kinds of far more plausible and better reasons for this joker to have a grudge against the leadership of the place - it wouldn't even have to be that complicated - but wanting to kill everyone over making him lose his teenage crush? really?

I hope that we get to see a flashback to how/why he got ousted as a leader of the new city - because my point was sort of that simply having a petty grudge like that from one's teenage years, doesn't really make sense for a murderous villain who wants to take over the city, especially not when he calls the new leadership of the city fascists. I'm missing the context of those allegations. "Hi, I'm the villain right now because I call you evil and I don't mind killing and hurting people" - it makes for a very shallow character who doesn't feel like much of a threat.
Hell, if he was a former leader of the city, why wouldn't he still have connections that could get him inside the city? he got discovered the moment he stepped inside. he should have known that was going to happen. Not a terribly convincing case for presenting him as an actual threat.

And yet I have had the unfortunate experience of dealing with someone like this in real life. A sociopath doesn't make sense, they consider the smallest slight against them to be high treason. An Incel comes to mind. "You stopped me getting a girlfriend, you are now my enemy for life and I hate you with every fiber of my being." Surely you've heard the horror stories of Incels going on shooting sprees because they couldn't get their dick wet, right? Insanity is insidious and nonsensical, and to me, Elder seems like the perfect example of a total Sociopath.
You might be missing some context. In chapter 1, Elder is shown to be just a guy who's willing to manipulate anyone to get what he wants, so it's implied that he never was a rebel leader, that was all a lie to get Kintsugi and Lazarus to trust him. His only target always was Rayco, he doesn't care about anything else.
Oh that...you know, this is where I would be tempted to Deus Ex Machina some unfathomable or godlike character into the scene just to shut Elder down enough for the others to outright humiliate him.
I loathe people like he represents. It hits far too close to home, and I tend to fire back with banned arsenals.
