On the one hand, this is definitely a big bait and switch from our expectation of Penny finally revealing all her glory, but on the other hand, I wouldn't mind the shopkeeper giving a little demonstration of the collar herself just to see if it works, and giving the viewers a visual treat in the process.
....Oooooh! I just figured out what's going on.
Or rather, what's going to go on in the near future. I've previously wondered how this comic aligned with previously-published Penny lore, since it seemed to go down a different route... but no, this page made it clear how it all fits together.
Looks like we'll have a good while longer to go until Penny actually ends up wearing her favorite unremovable accessory... but perhaps not as long until she gets to be naked again ;)
