If anything a skirt over the top is the most practical. Better freedom of movement, no garment getting wedged in the crevasse between bum cheeks and root of tail. If the tail's carried limp there's no immodesty issues, but as it's a key part of their body language any expression of emotion can make things indecent.
Or maybe they don't care, like how now we don't care about exposure of body parts that would get a Victorian era gentleman all flustered. She has bare feet, and ankles! Such a scandal!
