I didn't make that up! That's on all the MLP:FIM wiki sites and imageboards and whatnot.
There's a male background pony with a David Tennant hairstyle, Dr Who color scheme, and a cutie mark (that's the MLP flank symbol) of an hourglass. So they assumed he must be a timelord, and gave him the unofficial name "Doctor Whoof"
