Seals are obviously a species that excel in water, dosing is therefore most effective when a large enough body of water is available. Transforming underwater is actually a wonderful experience in its own right since one's natural buoyancy cushions a lot of the more awkward effects. Despite being marine mammals, seals are not like dolphins at all. In fact, transforming while still on land can feel even better than being underwater, and doing so carries little risk provided that you lay prone. It grants a special kind of euphoria that's not quite like what you will feel even underwater. It's awkwrd, yes, but in a way that's still comfortable and thrilling. If you're underwater you can't feel what it's like to have the padded blubber forming under your skin, pressing against the floor. Calling it a cushiony feeling barely does it justice. I'll promise you that if you lay down on your back you'll want to rub your belly as far as your arms can still reach.
Still, it's up to you when and where you would want to take the dose. I only have a few recommendations. Definitely do not take it while standing. Even sitting might impose a degree of uncomfortable awkwardness. Seals swim with their feet, not their tails, hence the scientific term pinniped, wing-foot. And indeed, wings would be about as useful for standing upright. Clothing is actually not much of a problem, although the transformation will cause the average man do more than double in weight. I largely recommend against tight buttoned vests, which will likely be damaged beyond repair. Looser garments will hold up fine, since the seal's shape and shorter limbs will cause shirts and pants to fall off without much of an issue.
