They probably thought cutting the wires wouldn't be necessary because they would manage to get rid of Reacher and Lester easily, and get Jeter. I have a feeling Finch was a bit wrong when he thought adding another zero to the bounty would be enough to get people who could deal with Reacher...
Hopefully they havent killed the airport staff and workers. That's too big a massacre to get away with even for a modest small airport. Unless you've got as much money as a meat baron, the bigger a mess you make, the more likely the feds will find you. -And they havent gotten that payoff yet!
Their boss knows who he is dealing with and apparently hired the best operators for the job.
I think forgetting to cut a phone line that someone can use to call for backup is way too sloppy for mercenaries of that caliber, and it is kind of suspicious to me that they were guarding the plane so openly instead of setting up a trap. Well, let's wait and see what happens next.
