"Up, up and away we go!"

This was an idea I've had for a long while now, as Plum carries a Cape Feather wherever he goes, both tied to his wheelchair and/or on his grandfather's cane when he decides to try and walk. His father, Spike, gave it to him as a good luck charm, and in case he's ever in any danger.

Cape Plum, as anyone would, requires the Cape Feather to transform. Doing so grants the user a flowing yellow cape that allows them to fly or use in combat, twirling it to attack or to deflect certain attacks. It also likely gives the user extra strength. For Plum, however, this also changes his shoes yellow like the cape, and it gives some strength to his legs. However, it's not entirely needed as flight is the most that Plum needs.

He only uses it in times of trouble, when he's in danger or needs to fight. Rexes can be known for their strength and resilience, and when you're pushing your own wheelchair around every day, you no doubt work on your muscles! As long as Plum doesn't take too much damage from a fight, he can reuse the Cape Feather by untying the cape from his neck, and it reverts him to normal.
