Sometimes Vera is was sent out by the Department of Internal Affairs to round up or kill high priority targets that escaped the many purges that would go on within the bunkers. On a good day, those she pursued would give up and quietly return to the bunker. Most days however were dangerous for both sides, fighting each other and having to worry about the monsters that dwelled above ground.
