It seems to be child "Gachapin" of the green dinosaur which appears in child educational program "PON-KI-KI" of Japan completely.
She is also lovely.
Great job, as always. I love how the costume looks on her.
This reminds me of Bernard Doove's character Leanna, I could just picture hir on hir first halloween trick or treating with the cubs.
