i do, it's sompthing made up for a character in the original jungle book "not the disney version" named kaa. when disney took that consept and showed it in their version, the consept of being hypnotized by snakes was spread by those who wanted it "people with hypno fetishes"
I think it might have started with the snake charmer. That his snake could put the charmer in a trance as well. It's because snakes have transparent eyelids. They don't look as if they blink. And this gives them a gaze that looks hypnotic.I also agree with the hypno fetish explination.
