So here's two characters that actually happened before Quenby but I was so busy that I didn't have time to do a ref for them. Anyways, here they are: Quenby's "goons" the Raichu, or just Rai twins. Raimei the Lucario/Raichu hybrid and his "sister" Aska, a Lopunny/Raichu hybrid.
Accomplices are probably a better word than goons now that I think about it. The conflict going on in their world is pretty gray, meaning I wouldn't call them evil, but they're still "enemies" of Lux, Mizu and Eri.
While Quenby is an all around terrifying foe, these two need each other to weigh up each others shortcomings. Raimei is headstrong, agile and overall a good fighter. He's also pretty clever, on par with Quenby but more rational. Unfortunately he isn't very big so larger enemies poses a big issue for him. His Raichu half didn't give him much in the way of capacity for electric attacks so while he can do electric stuff, it's relatively weak. That's where Aska comes into play. She's a lot more skilled and potent with her electrical attacks. She's also much taller than Raimei and even though it doesn't look like it, she's a lot stronger physically as well. While she shines at strong attacks, her Lopunny side was never meant for stability and sturdiness. So she's quite easy to topple and also pretty clumsy in general. (Just look at those lil pawsies, she's on high heels all the time. Not to mention how her weight distribution is all off.). While she isn't stupid, she's rather impulsive and hotheaded and needs Raimei around to reign her in and think for her. They aren't related by blood but ended up together as their first "guardian"/adoptive parent, thought that they'd go well together, and they really did!

Why did Aska get clothes and Raimei didn't? Because he's got pants already! ...and everything I tried to draw him in ended up looking super weird. (I think I've reinvented speedos seven times this night.)
