Thats why you don't use it unless it's set up right for it
The reason it's broken though is if you couterspell it they take 5 damage and it goes into play anyway..... or if it's discarded or milled
granted that hurts but all you would have to do is use a card that makes both players disscard a card... you discard her.... and you have a 3/3 that buffs when she attacks on turn 3
now the fact you have to sacrifice so if she attacks and she's the only creature that means she kills herself to be a 6/3 and then comes back hurting you is a balancing factor
the other balancing fact is it happens on your upkeep so she's got summoning sickness the turn she comes back

Hmm... Thinking it over, I think she needs a little something extra. As it stands she's not terribly good. The bonus effect on attack isn't that powerful, unfortunately.
I'm considering that she needs haste, though that'd make her a little too close to Mirri. Maybe deathtouch, since it might fit in terms of flavor. A "may" somewhere would make her better, but it kinda takes away from the card. Though an out of "At the beginning of upkeep, lose 5 life and return her to the battlefield or to your hand" might be good. It'd keep the "I'm going to suck your life to make sure I stick around" feel while also protecting you against combos that could kill her every turn before she can even get off an attack. Or perhaps make her return "a creature" to the battlefield rather than just herself, since she is a shaman?

I think you are right but also it should be more advantageous the fact that she basically at first gave a feel she doesnt use a black only deck. It seems to me this is perfect for a black/green deck where she could recover this life and the creature she sacrfices rather easily. Im jist guessing since the first pic was a green nymph. Why not add that she returns half of the creatures used in her buff at the cost of 1 black then it might seem better to use more often.
I would reword the second ability to:
At the beginning of your upkeep, if "Tora, Gloom witch" is in your graveyard, you may pay 5 live and return "Tora, Gloom witch" to the battlefield under your control.
First change is to make the ability optional, abilities that are 'good' are generally always optional to make the game more streamlined. They want to prevent situations where you go 'oh damn, I forgot to lose 5 live 2 turns ago'
Second change is to remove the check of whether one is already in play or not, the legendary rule will take care of that problem.
