Imagine the world as a chain of dominos.
Each domino is a person, take one away from the position it was first placed and put it elsewhere you can throw off the whole rhythm of the world... but! replace it with another? you've done essentially nothing... just ruined the lives of two by ripping them from where they were born, grew up, made friends, their family.

These Fate demons sure are an odd bunch. They play around with mortal lives, deriving joy from breaking them and finding it utterly boring when things are running smoothly or their playthings keep being goody two-shoes. But it is kind of hard to deny they do have a net-positive effect on the world in overall and they generally accept the outcome, even if it isn't quite what they wanted.
I can only surmise it is cause they know neither extremes would benefit them. total destruction, a world without any conflict. Either would be dreadfully boring (for them).
