Here is Peter No-Tail, originally Pelle Svanslös in Sweden, and to me, Pekka Töpöhäntä in Finland.

He's an OLD character by a swedish author. Peter moves from the countryside to the city, where he faces different kinds of problems, mostly caused by the local bullycat, Mons, who repeatedly makes fun of Peter for having no proper tail (and to rub it in the face, Mons has the longest tail in Uppsala). It's a darling story about overcoming difficulties and proving that good heart and chivarly are the way to go.
