Five years ago, Carbon Ridge wasn't marked on any maps. It was little more than a spot along a barely used spur of train tracks near the Johto border that the Guild of Exploration and Rescue had set up as an "exploration base" - basically a glorified campsite where anyone sent on a mission to the region could restock and rest before jumping off into the unexplored desert. As Phenac City and Port Gateon were established on the opposite side of the region, it wasn't prudent to establish there. And with no other actual cities, or signs of civilization for that matter, present anywhere else in the region there wasn't much choice. The rail line made it easier to get supplies, but for all intents and purposes Orre was considered a "frontier region". Unexplored, untamed, and potentially full of danger.
What changed that was an event that happened over a century prior. The "Grand Expansion", an attempt to create a passage across the desert expanse and the endeavor that also led to the Guild's creation. On the 150th anniversary of the Grand Expansion's beginning, a massive resurgence of interest happened thanks to several high-budget movies on the subject, many of which romanticized the lifestyle and adventurous aspects while quietly omitting the ordeals and dangers that went with them. This spawned a whole new generation of adventurous folks who wanted to see Orre firsthand, and maybe even make a name for themselves. How hard could it be? It's just a big flat plain of sand, right?
That misguided attitude (which ironically is the same line of thinking the original explorers had) has resulted in a second Grand Expansion, and would-be "explorers" with more money than common sense have been coming in droves to try and make their fortunes in Orre. In response, the Guild quickly transformed their unknown exploration base into a full-blown frontier town, combining last century's lifestyle and design with modern day convenience and technology.
Serving as part tourist trap and part Guild base, it's hoped that the less enlightened city folks who want to go running about the deserts of Orre will at least learn enough from staying in Carbon Ridge to survive out in the harsh region... or better yet, just run out of money and go home.
So about 6 months after officially starting this side project of mine, I'm finally starting to make tangible progress on the setting. After getting stalled out for a couple months I looked back on what I had written and a lot of it kinda... well let's say I'm glad I sat on it for a while. Anyway, the details on that will be coming later, as will descriptions of the places noted on the map here.
And I'm probably not going to make a map of every place the Guild has a presence, because isometric drawing takes forever. FOR-EEEEEE-VER.

Orre was based off Arizona, according to Bulbapedia. If you're referring to something someone in the PCA came up with, this setting isn't connected to the PCA or game continuities. This is being built from the ground up, so to speak.
In this version there was an attempt to explore and settle Orre in the past, but a series of unexplained events brought it to a halt until recently. Phenac and Gateon are on the opposite side of the region and were founded by settlers from Unova, but they didn't have the resources to cross the desert and stayed mostly self-contained for a good long while. The rail line itself is only about 15 years old.

Well, it kinda was/is connected with the PCA from what I know.
tyrannix once built up a whole subgroup and laid out the concept of PCA-Orre.
Yes, it was based off Arizona, bt the group described the culture of the whole place as being simiiar to our Egypt. The government controls a bigger chunk of Orre, though most of the place is still a wasteland where bigger and smaller Warlords fight for control over chunks of it, and some even ganging up to fight the government.
Sure, you don't have to follow that concept or Storyline, because the way the PCA works is that everyone of us has pretty much a personal canon and doesn't has to accept others peoples canon as part of his. Thats why pretty much everybody has at least one char they describe as "in the top ten of the schools ranking". If we had one bigger canon that wouldn't even come close to working out.
