I don't character but I know the artist, well not by name but I think I had one of his books he illustrated for when I was a kid; it was about the garbage bug or something like that.

The character's name is Diddlina, and the artist is Thomas Goletz. Diddl, the boy mouse, is a very popular mascot in Germany, this of it like this analogy:

Hello Kitty is to Japan as Diddl is to Germany
