Yes. I actually designed Kouei purely from a suiting perspective. I am too short to go as Reiger and any typical scalie/fur would not be very practical for me. So I came up with this:
* lots of black in the face since I noticed eye-holes are usualy grills on dark parts under the eyes. The entire beak could be a tight black mesh in theory.
* long beak that, if hinged to open, would not require much movement at the base to make the tip articulate noticably.
* the cat lowerpart would be a skintight leotard, not very hot to wear and allows regular clothes to go overtop.
* the only heavy/hot 'furry' part is the head and a mantle over the shoulders and chest, but it is white to reflect heat from light sources.
* the chibi-wings on the back are plush, no wire, so they don't get fucked when I sit in a chair or hurt if I bump them into someone. They might also be optional, and attached by a harness piece under the mantle should I want to wear a shirt that doesn't have the back cut out
* the blue booby-arms would be evening gloves. With the leotard and gloves being pre-fab, construction difficulty is reduced (I just have to find those pieces in a store though, hopefully a fursuit builder would have channels in local costume shops). They are also machine washable and replacable.
* generic tail is generic, matching whatever sort of colour/print I get the leotard in, attached to underwear under leotard.
I -ASSUME- this would make for a light, comfortable, and visually eye-catching suit that is not very hot to wear and allows for good vision. Part of why I am trying to find a suit builder is so they can confer with my and tell me I am wrong.

I'm impressed at how thoughtful you were in this description. That kind of detail would definitely put you in favor with some fursuit artists who like a clear outcome and no vagaries. :)
Maybe you need a FA journal to alert your fans that this isn't just a picture/concept, it's a desire for a fursuit matching it. :)
