Dragons are born with an extra, smaller pair of "hatching horns" just below their primary horns that help them break free from their shells. Some time in between youth and adolescence, these horns molt off and are set safely aside by the parents for use later on. To celebrate their graduation into adulthood, the parents will take the horns to an artisan to have them fashioned into an heirloom, often in the form of a cameo inlay for a locket (not pictured here because you can't see the front), which is then gifted to the fully fledged dragon.

I can't seem to stick with a design for her! But I had a lot of fun with this, despite starting over at literally every stage of it.
I think I might want to offer this sort of thing as a YCH design, if you'd like to have a portrait locket of one of your characters done. The locket style / type of metal + blanket would all be up for discussion. Let me know!
