The Almanac itself it certainly not a special document, something given more status by a galactic government that has centralised and promoted its dissemination.
The CSS might promote that it is the only (of the two powers) to have such a literature but the FFP is also home to many such style text. Admittedly no single Federation text covers so much but one will find is an abundance of text covering different zones and even multiplies of the literature of similar areas. Collectively it does the same job, possibly with more variety.
In fact, the Almanac has at times been criticised for its tailored mannerism and what it has and has not included from certain ethnic and cultural groups as well as the lack of well forged native histories.

The shutter snap was not hard to miss in the quiet room, the collection only really needed one image but a batch of photos helped to sway any issues of a bad shoot or least options for the team to consider; if anything, they had the film to use and the budget to justify.
Though the issue of translation was still lost for the most part and Jenna employed a mix of vague hand movements and thumbs up to try and get the cooperation of the Yersins as they fiddle about from one militaristic pose to the next. It worked out perfectly and seemingly all went well without Dr Howard’s guidance.
A knock came from the door and as he heard it Howard rose to answer the call. Not thinking too much the man opened the door as two unexpected figures walked in.
“Dr Howard” the black rat spoke up with a clear tone of voice, clearly one who had been focusing on his language classes “старшина́ Kasava at your-”
The rat paused and the room went quiet as the two northerns and easterners stared at one at another…
Dr Howard now hoped very much that neither side had brought rounds for their guns.
