This brings back some happy memories, as I remember the series was shown in Britain as well under the title 'Inspector Rex'. As has been the case with other canines, a wonderful anthro version of Rex, with the outfit and incorporating the chain necklace, as well as him being just adorable with the puppy dog eyes and yearning for a burger.
Guess maybe it was maybe a burger that ended up getting him into this situation, maybe stealing one of his fellow officers lunch, so they got a little help, tied him to the tree and now he's forced to watch them enjoying eating a burger while telling him how delicious it is.

This crime series was among the better quality productions Austria produced in a long time.
Sadly it was overused in later seasons with changed protagonists and then they transferred the action to Italy and a spin off was made in Canada too, as far as I have learned in a little research.
