Everyone, meets the Great Ocean Civilizations Unity. Though it is only a projection of the GOCU, you could still consider it is the existence. It is believed the ultimate form of civilizations with all of the individuals forming into a whole and making itself a basic rule of the world. Well it's hard to explain it all so I'm only describing it in a simple way.
