Leo Ratchet is an old friend of Flash Spotten's that left the planet they lived on to work at a space station as its mechanic.

Unfortunately, while working there he had to repair an external panel of the station and suddenly had a close encounter with a meteorite, which tore his right arm off, so he had to get a cybernetic arm attached to his shoulder.

Flash help Nova and Emerald track Leo down after the spaceship Flash's father made received some damage.
