It seems Crazy Pup (that's literally his name, I swear I'm not making that up) has gotten himself free from hanging upside down...but can't get his bonds or gag off. So he's left with no choice but to hop until he finds someone that can.
It's also a reference to the cut opening from the live action Scooby-Doo movie.
