On desktop the Avatar is on "my userpage" click edit profile, and check the sidebar for "upload and change avatar"
on Mobile tap the dropdown menu and tap settings. from there it will be Avatar Management, though do note that it will fail to upload if the pic is over 100x100 pixels, very tiny
