Now you get me thinking on the technicality of this... There is a set of motor skills necessary for speech, these work in conjunction with our throat and mouth shapes. There are also areas of the brain that control those speech producing areas. If one retained one's memories and self, somewhere those motor skills should transfer over. Still, things would be difficult at best...
One possible explanation: as a Pokemon the Wernicke area of your brain becomes more developed at the expense of the Broca area of the brain, making your own speech harder to understand, but letting you understand more vague speech (such as Pokespeak) in return~
