What a dangerous vow it is to ask for power without asking for the wisdom that goes with it.
Like the young man who wished to grow old and gain muscle mass, this young lady wished to be able to manipulate magic without the long hours of study and training required by these occult arts.
An incantation derived from an oral and visual variant of the effects of bone white chilli enabled me to give her the age she needed to develop this potential. As her mortal body has no core to support magic, I also had to modify her anatomy slightly. In any case, she would have needed all her magnificent youth and mature years to reach the level she desired.
Nevertheless, speeding up the process is something I wouldn't recommend. As said, she now has the power and basic knowledge of spells. But she has no experience of using this magic. The young teenager's tumultuous mind is just as raw as the power she's asked for. An error at this level of power could be so dangerous...
I'm already looking forward to the chaos she'll create around her, even if it will not last long.

It is... possible that I have tried this sort of thing before and that your estimate is justified. Few individuals have proven mature enough to tame these new forces properly.
