An agent hailing from Snowpoint City, Peter was sent by his master for a mysterious purpose. It may have been to assassinate Cyrus to prevent Regigas from awakening. But though the mission has failed, he seems to have made it his life's work to stop Cyrus at all costs.

Peter was a man who'd dealt with cowardice most of his life. Though he'd trained himself to overcome his darkest fears, he has never been able to overcome the fear of standing up for others. He has never been capable of protecting someone personally close to him, and would even run when the going gets tough. Thus, as per proper change, Peter was changed into an Abra, where he is now freely able to teleport out of danger as he needs.

Trained in the martial arts, Peter has little need for standard weapons. His weapons are cunning and subtlety and thus he resorts to throwing stars, shuriken, paper bombs, and kunai. His strength comes from killing quietly and effectively, not from charging up front.
