He is a calculating creature that earned his unusual eyes from a demonic sphinx.
After Velkyn was cast down to the bottom of the hierarchy and sold off, he would end up purchased by this fellow, who belongs to one of the noble houses.
This is the man who left his mark on Velkyn, forced him into obedience, and used him for his experiments.
He is the one responsible for the ritual that left Velkyn scarred, and by extension, responsible for its consequences.
His work is still unfinished, however - hence, he wants to retrieve his little pet project, so that he can continue.

But, unpleasant though his personality may be, you outdo yourself with every design you post. I love the three-way contrast between Velkyn’s muted, calm, tones, with mostly black, white, and grey, the retrieval unit’s violent, bloodstained red and black, and this dude’s elegant, ethereal blue and gold: absolutely gorgeous, royal, but also eerie and disconcerting.
On the subject of their color schemes- if the red on the eyes of the harbinger and warrior are due to the influence of Lolth, is his swirling blue and gold also from divine influence? Arcane magic? ...An elder one patron?

This guy is indeed a member of a noble house, and he is a highly intelligent and proficient caster.
His eyes were a "gift" he received from a different divine influence in the form of a massive faceless sphinx. He delved into knowledge that no sane person would. As a result, he can see "more."
As it is, he has little regard for ethics or morality in his pursuits. To him, Velkyn represents an investment, and an experiment left unfinished.

An investment and an experiment, with damage being done directly to his soul, not just his body. I can’t help but hazard a guess- is the purpose of this to create a slave monster without a will of its own to control? I can’t quite make sense of it, and I’m curious. Does Velkyn himself even know, or only the Ritualist?
Velkyn doesn't know much in the way of details, himself - he only has scraps of information currently, most of them based on speculation and hearsay. But he does know that whatever his intended purpose is, it is not and will not be good for him. That it is meant to make him "something else." He has no memory of the original attempt - just the pain of it.
The Ritualist meanwhile is quite aware of what he intends to do to Velkyn, and the purpose of his little experiment. He does feel some annoyance that things did not follow his projected outcome for the first attempt, that he will need to acquire and re-acquire resources, and that the number of variables and outside factors continues to increase as time goes on. Still, he is patient, and persistent.
