
This railway run near my town until it was closed, in the 60s. It was scheduled to be replaced by a freeway running on the same route. Now we have not a railway, nor a freeway. 🥲
The track is still there together with tunnels and viaducts you can walk on and into. Railway tracks were removed 30 years ago, so now it is actually an unpaved road.
The trackbed still belongs to RFI (the national rail infrastructure authority) and it is still counted as an active railway, but with traffic suspended.
It is listed as a turistic railway and I hope it will be reopened, at least as such (I think it has also a transportation potential, but for regular trains the reopening costs would be higher).

Railways are owned by the State. Private companies can operate on them or being mandated to carry on their maintenance, but never actually own the tracks. So for a railway to be actually closed, a specific law is required.
No private company can decide on their own to shut down a railway.
Also, when services are even partially paid by the State (as with ICs) or by the Regioni (as with Regionale trains) even the services on the railways must be guaranteed. Otherwise the railway company is forced to pay fines.
