oh right, I forgot to ask, is it apart of the "rig tools" add-on, if so how do i install it
NOTE: I did read the "read-me" file that was linked to it and tried to follow the instructions, but it didn't show an actual spot where i could pull it from and add it in, should i move the add-on file somewhere else?

The rig tool addon is just a python script you can run using the script editor or import it in the addon menu in the main settings.
Once installed, it should show you a bunch of options for rig visibilities and stuff in the N menu under "Tools". (first tab on top)
IF nothing shows up, you can access most of the options by default into blender, just click on the rig and look for the armature proprieties (looks like a green stick figure)
There you'll find a tab called bone collections and under it, you'll find a bunch of different layers to turn on or off depending on your needs.
That's where you'll find the eyes controllers to make her blink etc...
If you're still struggling, I highly recommend looking up basic tutorials about Blender's UI. it will help you get around better than I can explain by words.
