My OC character Emily has a unquie bond with the beast of the sea. She grew up around the Islands of Johto, and she is of royal ancestry blood, so she actually has the ability to communite and talk with Pokemon!

One day when she was a little girl, she was wondering around when she ended up disturbing Ho-Oh in her nesting area. Being territorial she attacked the small girl making her lose her footing and fall into the deep ocean. Sensing the comotion Lugia swiftly came to the little Emily's rescue, saving her from drowning. Ever since then the two of them had a very close bond with each other, after all he couldn't let anything happen to his Pokemon Princess. He gave her a special shell flute that if ever needed she could summon him from the depths of the ocean!

Later when she turned ten she became a Pokemon Trainer and went out on her own journey! (Hence the outfit she is wearing currently in the sketch and nothing festive. Besides she wouldn’t always be in fancy clothing or festival wear when she is out and about just on special occasions of course)

She even once had to deal with the three birds who quarreled with one another. She tried to speak with them to calm them but they were too agrrivated that they completely ignored her desprate pleas. This of course disturbed Lugia deep within the ocean who arose to tame the three legendary birds with the help of Emily finding the three spheres on each island. When it failed the first time, she came up with a song based on Lugia's cry. Which is how the legend and the anual festival become a thing on what is now known as Shamouti Island and has ever since been a tradition and came up with the poem for said legend as follows:

"Disturb not the harmony of fire, ice, or lightning, lest these titans wreak destruction upon the world in which they clash. Though the water's great guardian shall arise to quell the fighting, alone its song will fail, and thus the earth shall turn to Ash. O Chosen One, into thine hands bring together all three. Their treasures combined tame the Beast of the Sea."

I headcanon the two girls in the Pokemon 2000 movie Carol and Meoldy are decents of Emily, like great great granddaughters, which is why Melody now has the flute and they continue on their family's legacy.
