I recommend making a Genius Bar appointment. If it won't restore, that means that something hardware related is likely wrong with it, and they should replace it.

Eh, bad feedbacks on the cheap quality of the Ipad2, I don't know if it's this one you got but they butchered the Ipad2 in order to sell it more quickly, they were losing against their competition and they won't accept that ;)

Not really. They will LOOK at it for free... or give you a new one free of charge if they cannot fix yours... if they have to fix it, they will charge you for parts and services unless it is under warranty... although I think for the first year, all products are under warranty...
No apple product is immune to anything a computer can have as if you take away the mac OC, it is just a computer, same parts and everything. Also, the Mac OS is also just a program, still able to be hit by viruses, still able to have crashes; anyone, including the apple people at the store, that tell you differently are lying. It may get less viruses, but that is because less people use them so less people make the viruses for them. A blue screen error is usually just a problem with some reg file that needs to be corrected due to reformatting or repairing the file (sometimes shoddy ram) as well, though from the sounds of it, you already tried taking it to a Apple store and having them do that?
That does suck. Generally the Ipad is quite good. I'll admit though, the Motorola Xoom is extremely nice as well. I have an I touch, PC and android stuff in the house. I think Android gives you a bit more flexibility as far as being able to edit the BIOS and so forth. But the Ipad is nice! I think you just got unlucky and got a dud.
ironically, i was at the Rogers Wireless store here helping my mom get a smart phone, when another customer came in with his iphone... he had been watching star trek voyager on the iphone, and the whole thing locked up... even the hard boot didnt work to reset it. and as the batery is integrated, he couldnt pop out the battery to reset it... in the end they told the guy to just leave the phone until it runs out of power and shuts off normally, then fully charge it before turning it on again.

wow that's pretty fucked up. I've never seen an iPad that faulty. Get it fixed by Apple by calling the appropriate number: http://support.apple.com/kb/HE57
