The way I see it, if you're going to have a pesky low-level Pokemon that you run into whenever you're in a cave, it might as well be something with useful moves. At least it has decent special attack once it evolves, AND it starts off with Gust/Confusion. As opposed to Zubat, who starts with...what, Leech Life? 20 power, and doesn't even get STAB bonus.
