Not necessarily. Put it this way: Even the most accurate and highest FPS sniper rifle is going to occasionally miss moving targets. Hitting a moving target is not up to the weapon, but the one wielding it (excluding things such as missiles). As such, because the accuracy is a trait of the weapon and not it's user, the accuracy has nothing to do with hitting a moving target.
the beam's convergence/divergence can track 5 degrees in any direction, and is modulated by the fins so as to gives it a slight arc in turning as a weapon of this ability is stationery but for the armature that moves it foreward into firing position and back when not in use
