Tibbers used to be a human that became host to a symbiote which passed on the lycanthropy gene, turning him into a werewolf after fully bonding to him permanently. During the bonding process, Tibbers permanently became a Werewolf, unable to change back to his human form. But who would want to anyway? Being a werewolf, and being host to a symbiote is much better than being a boring human.
