This is a character idea that recently came to me after a discussion with Smegog. Still a rough draft in a few aspects, not entirely sure she'll keep the crossbow, she might get it replaced with a compound bow to be more in line with her Green Arrow/Speedy/Artemis/Red Arrow influences, it depends.

Kudos to the person who can spot the reference to Fletcher's arch-nemesis Succubus in the raccoon's biosheet. XP
Fletcher
Real Name: Christina Leonheart
Species: Raccoon
Gender: Female
Age: 20
Height: 5'9"
Weight: Not telling (131 lbs)
Hair: Black, shoulder length and worn in a ponytail.
Eyes: Green
Political Alignment: Unregistered
Sexual Orientation: Heterosexual
Metabeing Status: Gadgeteer/Baseline "Talent."
Physical Appearance: Slender, toned legs lead up to delicately curved hips and a round, taut bottom. Toned abs bridge the space between her gently shaped hips and a pair of generous D-cups, completing an enviable hourglass. Arms are slender and similarly toned, ending in delicate five-fingered hands. Overall she would seem to be the perfect description of a supermodel, yet a careful eye would detect something amiss...
Fur pattern is typical of her species, gray with black socks and "bandit mask" over the eyes. Tail is conventional gray with black rings.
Personality: Flirty and flamboyant. Christina possesses an extremely gregarious and outgoing personality in both her civvie identity and as Fletcher. It is nothing for her to blow a kiss towards a defeated foe or a rescued bystander and it's questionable how many of her "free shows" are truly accidental. Due to the incidents leading up to her breakdown, the raccoon possesses a fairly dim view of vixens, regarding them largely as tramps and bimbos. Any encounter with a vulpine heroine, or any heroine that Leonheart feels is prettier or better endowed then she is for that matter, is likely to end poorly or in a “showboating” competition to outdo the perceived rival.
While many crime fighters write her off as a nuisance, those that have perfected the art of reading people get the distinct impression that her antics are not so much habits as symptoms of something very wrong going on upstairs… Heroes with a background in psychology or access to telepathic powers can accurately detect Fletcher’s particular insanities; unfortunately they’re also her worst fear. A few incidents being on the receiving end of telepathic intrusion have successfully instilled a phobia of objects and people with mind-reading powers as the ringtail fears little more then “losing the pageant” because the other “contestants” think she’s crazy.
Biography: Born into the prestigious Leonheart family Christina grew up having more opportunities then most, unfortunately the same could be said about her obligations...
Growing up, much of her life was spent in a sterile, emotionless environment. Her father groomed her excessively to eventually take over the family enterprises while her mother was a former beauty queen and trophy wife to her husband. The only time the raccoon child would see her mother it would be to enter Christina into a beauty pageant or to drop her off at a trainer to prepare her for the next one.
While the mental and physical regimes would shape her into a beautiful, intelligent young woman, it also left her with a deep-seated hunger for the love and adoration she never got at home. In college, as she slowly worked on a bachelor's in mechanical engineering and business management, the raccoon made a try for Miss California at her mother's repeated insistence. Christina would then lose the pageant in a landslide defeat to a San Diego born vixen boasting a pair of F-cup breasts. Shortly after her defeat Mrs. Leonheart essentially severed all ties with her daughter, refusing to even speak to her. Meanwhile, while her father still kept in contact with her, it was apparent her mother was pressuring him to shun her. While “mummy’s” efforts to quiet her husband weren’t particularly successful, Christina’s growing resentment towards her father’s wishy-washy position in the dispute nearly did the job well enough. It would be months before the girl could bring herself to talk to him again after the initial correspondence between them.
Driven into a deep depression, Chrissie nearly flunked out of college as she tried to lose herself in the club scene, the mall scene, and in experiments with a number of past times, both constructive and questionable. It was at this time she revived her old love of archery. As a teenager she spent a brief amount of time practicing with the bow as a manner of exercise until her mother put her foot down and pushed her into dance, gymnastics, and other "feminine activities." Diving deep into the tranquility of the bow and the crossbow, she managed to pull herself together enough to save her college career.
But while sane enough to function, she was still obsessed with regaining her lost recognition. Unfortunately, it was in this strained perception of reality that she would finally take a look at the superhero scene. In her confused mind, it was another show, another pageant. Heroines competed with each other for the love and adoration of countless fans, wearing outlandish outfits and showing off their beauty and assets. The only thing that wasn't clear to Christina at this point was how she was going to get in on it.
A few weeks after her initial revelation, after some very lengthy shopping expeditions and several days putting her mechanical engineering degree to practical use, Silicon City had its first reported incident of Fletcher, the Masked Mistress of the Crossbow...
Skills: In combat Fletcher is a master of the bow and her signature crossbow, preferring the latter to the former for stability and improved accuracy. While her familiarity with other weapons is fairly lacking, she is still quite adept with her taser if the fighting gets to close quarters.
Despite what her appearance would suggest otherwise, she is a respectable gadgeteer and acrobat, manufacturing her own trick ammunition and as capable of performing flips and jumps as a professional circus acrobat.
Domestically, her life skills lag behind many of her peers however one upswing of her "mall rat" lifestyle is that she either knows where she can get the best deal on any given item or how to find the lowest price in short order. And while it rarely comes up in her present activities, she is still trained in the running and administration of a large-scale organization.
Costume Description: Tight olive green catsuit with a deep hood to help a black domino mask obscure her identity and a small "cleavage window" to expose her respectable bust. The catsuit ends in slender ankle-high black boots and matching black fingerless gloves. In general the suit is made of a rubbery spandex-like material designed to hug her curves though a few near misses prompted her to armor her outfit in several key locations, the chest, the upper arms, and the thighs.
A pale green utility belt is clasped firmly against her waist and contains a number of smoke and flash grenades as well as other handy tools for prowling and infiltration. Attached to this belt and hugging her left hip is a small brown quiver containing her bolts, their tails color-coded to avoid loading the wrong quarrel into her crossbow.
Trick Bolts: Fletcher employs a variety of crossbow bolts in her quest for adoration in addition to conventional headed missiles. While so far she has not perfected a number of her bolt designs, her most commonly employed projectiles carry tasers, flash-bangs, small explosives, and "blunts," bolts with a perfectly balanced concussive weight on the end for a punch that "feels like a mule kicked you in the teeth," that remain extremely effective…
Unique Qualities: Despite her mental imbalances, Fletcher is a fairly competent heroine. While incapable of standing alongside the most powerful beings in Silicon City the sharpshooter can still hold her own when it counts against common thugs and even some low-powered super beings. Her assistance has helped more then one vigilante take down a particularly entrenched foe.
However, one trait that has earned her the attention of other crime fighters is that she is unusually lucky, if one could call it that, when it comes to finding trouble. If a villain has gone into hiding somewhere in Silicon City, the raccoon maiden would be more likely to stumble upon the quarry then most.
Weakness: Besides the obvious mental insanity, Fletcher has invariably attracted a fan club of sorts from her activities. That is to say if one could call a small handful of stalkers with more hormones then sense and as demented as the object of their affections a fan club. Fortunately, due to her outstanding luck so far, she has not yet encountered any members of this organization. Indeed, it’s likely she isn’t aware these individuals even exist.
Other heroes on the other hand have been running afoul of plots hatched by the Fletcher Club since the raccoon started playing The Great Game. With their intentions clearly less benign then simple idolization, other heroes have come to fear what “the club” plans for the object of their affections. The club on the other hand has started to become extremely careful about angering the other active heroes in the city too much. While obsessed with tracking down and cornering their “beloved,” they are far from stupid and realize that there are a number of forces within the city that would jump at any excuse to bring their operations to a screeching halt…

Thank you, I promise my next submission will involve a vixen. XP
Hmmm, didn't think about it that way but yeah maybe... As for your other question, well if by "other worldly" you mean somewhat mentally unstable or seems to possess a more "comic bookish" persona, then yes. XP
Thanks, thought that someone as interested in attracting attention as she is should have also attracted some of the wrong kind. XD
