Agents are encouraged to detain possessed people, lethal force is only to be used in irreversible cases. Killing the possessed will kill the entity inside them as well btw.

And there's an explanation for why Jag hasn't made any demon friends so far. Not many demons are smart/sane enough to follow orders, intelligent pact demons are rare and valuable.
