That would be the Chinese/Japanese mythological creature known as the Baku, which nowadays is depicted with similarities to the Asian Tapir.

Drowzee is most likely based on this creature. Golduck was similarly attributed by the original Red/Blue English version games as being believed to be a Kappa.
