Even if Sonic is altogether more fluffy, ferocious and feral as a Werehog, some things don't change and tickling might be a good way to calm his savage nature or at least tire him out a bit so he won't be causing any trouble. Probably a good move by Tails though to be hovering, ready to fly off to safety just in case Sonic does manage to break free. He probably wouldn't be thinking of using his claws to give Tails a tickling as payback.
