Scott wanted to be a roid-pig so badly he decided to have an experimental procedure done so his body could get bigger without him doing the work. In addition to steroids, hours at the gym, and LOTS of Whey protein powder he has it to where his head can be removed, having his body put in the time without him having the hassle. Unfortunately if anything else gets on his neck stump that's what takes control; looks like his Whey will be going a lot farther in a different way.
