D'metri is a courier by trade. Normally, his island sends and receives packages from the mainland using technology that far outperforms our own, and his outfit is tech'd out to match--bodysuits, exoskeletal supports, goggles, safety equipment, matter condenser containers (m2c's) etc. However, some areas aren't as advanced, and for land-based deliveries, he usually dons a more traditional garb, as seen here.
The bag was his choice. He rather likes it, despite constantly getting teased for carrying it. Plus, it's handy for storing snacks!
