I didn't forget about my plans of turning Rommel Rattrey into a comic book science-powered villain... it just took me way longer than I had expected to make any progress whatsoever on doing so.

This is definitely a "work in progress"/"proof of concept" sort of drawing just to get the idea out of my head and solidified visually--I am torn between giving him an obvious control panel of sorts on the front of his suit, or more likely, integrating some controls into his gloves, making them a less obvious target for anyone looking to stop his supervillain tantrums, and shortly after I finished this, I came up with one possible mask/respirator design for him although he's not wearing it here.
Before I came up with the respirator design, I was considering giving him a proper full gas mask/hood like one would see on a hazmat suit but couldn't quite get it right, although I might try it again later, either as part of his villain origin story or as an alternative to his respirator for when a scenario (or bit of experimental kink art) might call for such a thing.
I figure his "villain outfit" would just be whatever hazmat suit he was stuck wearing while being experimented on/forced to clean up hazardous Science Messes, and the tank on his back is something I'll have to design in more detail later on but it contains the Science Ooze/Science Gas that gives him his weird mutant superpowers. If/when I get around to designing it in more detail, I imagine the tank would actually have a couple different hoses, one or two going into his suit around the back of his neck (and maybe even connected directly into his body somehow?) and a couple more going into his respirator/mask. For any sort of inflation/stuffing/swelling-themed shenanigans involving pumping him up with Science Ooze, he's going to likely need at least one hose going to his mouth as well.
(Bonus silly idea: giving him one of those hats with the straws and spaces for beer cans, but replace the beer cans with little science canisters full of glowing science juice.)
I am leaning toward having him able to inflate/swell himself up (and become larger and stronger as a result, at the cost of some speed and agility), have slightly rubbery, stretchy skin that resists impact and abrasion, able to grow additional limbs temporarily, and able to spew disgusting acidic glowing green Science Slime. Basically, he's some sort of C-tier TMNT villain I suppose, I grew up in the 1990s with this sort of shit so it's oddly nostalgic to me.

Hey, don't underestimate Nico, he's had a lot of character development these past few months. Besides, sometimes a sledgehammer *is* the right tool for the job!
I have been considering that Rommel might actually be one of Nico's enemies, with Rommel having likely been a nerd in high school and all, it's likely Nico bullied him. Part of Nico's redemption arc involving a nerd he once bullied now being a more than even match for him in hand-to-hand combat is an interesting concept, and one that would force Nico to think creatively instead of resorting to brute force--or maybe asking his friends for help, or even doing the unthinkable and apologizing for being an asshole in the past, after getting pummeled by the creepy science rat that sprouted a couple extra arms.
As you can tell, I am split between using Rommel as a comedic villain with a healthy dose of nostalgia, a serious threat, an excuse to draw weird body horror stuff albeit in a cartoon/cutesy sort of way, and a character to explore some kinks like rubber, inflation/expansion, and other things I could justify as perils of working in a mad science lab but might not normally draw otherwise--and I see no reason not to do all four things with him and focusing on what best suits my mood at the time.
Plot twist: Rommel Rattrey was one of Nick Domnall's friends in school, and by extension, acquaintances with Dominic Mephitto, meaning Rommel is actually likely to become part of the Friend Group I have taken to referring to as "Mephitto's Misfits". It has an interesting ring to it and the idea that SKUNK BOY of all characters would be the head of a group of rejects that probably wind up saving the world at some point is quite amusing.
Also, it gives Rommel a potential redemption arc, and maybe he can use his knowledge of weird science stuff to design Nick some clothes (or at least a pair of super-stretchy underwear) that will change sizes with him when he transforms into his critter form and back.
No wonder he's angry... he gets experimented on and even after getting superpowers from it, he's mostly defined by his relationships to other characters. At least turning to villainy lets him make a name for himself...

Not a bad idea, actually! So long as he keeps his goggles and respirator on, he would likely be immune to such attacks himself.
If I wanted to, and I might, I suppose it's also possible that he could remove his respirator and stick in on another critter's face and give them some sort of sleep gas or even something that would basically work to hypnotize the victim. Not sure why he would have these things connected to the same breathing equipment he uses (perhaps they were built in as a way for scientists to keep him under control/remnants of when I decide to torment Rommel with some "drone" treatment), but it's an option!
The more I think about it, the more I both love and hate this idea, as his villain arc is the result of being tormented in an albeit very cartoony mad science setting, making him a victim and therefore sort of sympathetic.
