I know which pokemon you're talking about, but no. They aren't. There have been many cat pokemon throughout the generations.

It's an obvious HEAVY influence. Heavy to the point of being copying.

Actually, to be fair, the artist DID intentionally reference the two pokemon and admitted "Well I drew myself as Purrloin and Liepard OCs x3" which is fine considering they admitted it as a sort of fan art :)
