Do believe that is the joke behind Lovander as a parody.
Where Salazzle is a seductive dominatrix that doesn't even have to try to get a harem of males at her beck and call, Lovander is just a plain hopeless nymphomaniac and causes everything and everyone to run for the hills at the sight of them.

That really is the joke, though. Lovander is commentary on Salazzle. Just look up all of Salazzle's pokedex entries on bulbapedia, it's all basically "this lizard fucks, and has a harem of men!". Then you've got Lovander taking it further by just saying the quiet part loud, while running around with a parody design that even includes the ass flaps.
...The fact that there is an actual raid event called "Fangirls who can't contain their love" that involves armies of Lovanders attacking your base... Yes, really.
It comes off as Lovander being a way to poke fun at Salazzle... Especially since it is Canon that Salazzles go after humans as well as pokemon. The Pokedex Entries warn that Salazzle uses its scents to enthrall even their own male trainers.
Lovander, on the otherhand, comes off as a Hopeless Romantic that is affection-starved and just wants to be loved... So it comes off as a Comical case of Lovander being loved out of a mix of Pity and Affection at a Hopelessly Goofy Lizard.
Also, Jar-Jar Binks was originally intended to be a Sith Lord. George Lucas made the grave error of trying to be "Kid Friendly" and ruined it instead... And yes, Jar-Jar was supposed to be revealed to be the Phantom Menace in Attack of the Clones and to be the one to Fight Yoda. Dooku was implimented to be the threat at the last second instead, but if you pay close attention to Jar-Jar throughout the Prequel, you start noticing things.
Prime example is Padme's Funeral: just as the Camera changes view away from Jar-Jar where he is supposed to be somber, he tilts his head to the side... And Smirks... Hek, even in episode 2, Jar-Jar has a moment in the Penthouse where until Obi-Wan and Anakin meet Jar-Jar face to face, the room seems suffocatingly dull and he is acting very unJar-Jar like... Then the door opens and he suddenly is the Happy go lucky Jar-Jar... I would go on about Jar-Jar in episode one, but better people have made many videos pointing out all the things many have missed.
And before you say "It is just Fanon", people have talked to the original actor for Jar-Jar about it... And his response? "Finally someone noticed!" Remember, they gave Mace Windu a Purple Lightsaber because Samuel L Jackson asked if it can come in Purple, so if they didn't want Jar-Jar to be a Sith Lord, they would have ensured Jar-Jar's actor did not act the way he did in the Trilogy.

...That really sounds like a plot for a really cute Story about a Lovander who had a Salazzle/Lovander Mom and a Lovander/Salandit Dad, and tries to act like the Pokemon half of her family, only to fail each time yet ends up getting love anyway because her target of affections noticed her fails and found it highly endearing...

Haaahahaahahhaa! You know, I've always said that every generation, GameFreak puts out at least one or two 'furry bait' Pokemon. They know their audience, and they know that thirst traps keep their IP fresh!
