I treat backgrounds the same as my character art, so the process isn't anything special. I usually draw as much as I can on a single layer, doing each object one at a time, then add other parts on new layers wherever objects would/could visually overlap. Once the lineart is done, I fill in colors on a layer or two below all that. Then I group everything into a folder and apply shading to the whole background section.
Ultimately it just comes down to practice and getting into the flow of things. I know a lot of artists have trouble with backgrounds but I love seeing them, especially because they can help ground the characters into a scene!
