Sadly I've got reason to believe at least a good portion of this piece is AI-made; SteveArts is a new account belonging to someone who's tried scamming me with AI art, originally going by the name TheArtisticSoul. They tried getting enough information about a character of mine for an AI prompt twice from me, and then tried pushing a 200$ "commission".
Heck, me too. Now it's William1172 on FA (also there was acc named !BrooklynArts) and he tried to get my discord name, naming his discord - theartisticsoul_02. Fun part of it that it's second time when "theartisticsoul" tried to scam me. First he tried pushing a commission, but when he failed to do so he tried to hack my discord by saying that "I accidentally reported your discord account for doing illegal purchases & scamming instead of someone else" and " discord support already indicated an agent that can help us to clarify things out. add him in discord "brianofficialsupport02" i already added him so please help me too".

Someone using AI to generate the majority of the art, yes. The character herself looks fine as far as I can tell, but the majority of the background details are likely AI generated. Plus, this is from someone who tried the same thing on me and others, so a lot of the evidence in my mind points to this artist being rather disingenuous.
