Here we can see how RJ's tethers really work. He wears a harness, to which all his tethers are hooked. These tethers are connected to gloves and a headband. Most of the times, these tethers are hanging loose, but in case of a sudden shock, it prevents that RJ's limbs and head get too far from his body, where his limbs and head would just simply fall to the ground. This way, he can always control his phantom limbs, although the harness may not be exactly comfortable...
