Given what a 'shield' is and implies, the idea of having one integrated directly into my biology does seem a little concerning. So I can completely relate to their unwillingness to undergo the procedure. But given their status and rank, I'd imagine it makes them HVT's for assassins and the alike. Shame they haven't found alternative means of integrating it into their uniform, or wearing it as an apparatus beneath the uniform (like a vest of some kind).
If the shield generator is 'integrated' into the body you've got to wonder what would happen in an overload or burnout scenario. A prospective assassin might not even need to hit the target directly, just overload their personal shield and burn them alive. Although there's probably a saftey cut-off.
Possibly? But in at least one example, the shield could very easily be turned into a weapon.
In the Dune books, if you fired a lasgun at a personal body shield, the resulting interaction would result in a small nuclear explosion, somewhere around a kiloton. Which was more than enough to give everyone and everything within a 1 mile radius a Very Bad Day. And if someone were stupid enough to use a ship-based lasgun against a ship-mounted shield...

Let's just say it represented the ULTIMATE in "To whom it may concern,"
This resulted in a form of mutually agreed upon warfare, where all sides agreed that there were Certain Things You Just Don't Do In War. And anyone who violated those rules suddenly found themselves at the wrong end of everyone.

Wearing a generator is definitely a thing, it just wasn't really relevant to this bit, seeing as just about anyone who can get their hands on a shield generator can put one on. Plenty of personell wear personal shields, but the option of having an integrated one exists is what's being addressed here.
Visibility for the most part and you always have it, as opposed to having to lug it around all the time.
